A familiar logo, an invitation to register, the chance to win a prize. The user sees an advertisement and decides within seconds whether to click the link. But what exactly is being offered — a lottery, a bonus promotion, or bets? This question has become the center of a legal dispute involving major Russian bookmakers.

Four Bookmakers Challenge the Regulator's Decision
According to "Kommersant," Russian legal entities Fonbet, Winline, PARI, and "Liga Stavok" have filed a lawsuit against the Moscow UFAS in the Arbitration Court of Moscow. The application was submitted on October 8. The subject of the dispute is the antitrust authority's decision from June 29, 2026, related to a violation of the "Advertising" law.
Third parties involved include "Yandex," the operator of "Avito," and the Russian legal entity BetBoom. Therefore, describing the situation as "a lawsuit by bookmakers against Yandex" would be inaccurate: the UFAS's decision is being contested.
One Advertisement — Two Different Interpretations
As reported by AdIndex, PARI's advertising campaign was distributed through "Yandex Direct" and invited users to register for a lottery. After clicking the link, offers for bonuses and free bets appeared.
The UFAS saw in the wording an impression of guaranteed winnings. Moreover, the agency believed that using bookmaker brands without distinguishing the advertised products effectively promoted gambling activities.
PARI disputes this qualification. The company points out that legislation distinguishes between lotteries and gambling, and considers this distinction crucial for evaluating advertising.
Why the Word "Lottery" Became Central
BET RATING Editorial Analysis. The interest in this story lies in the difference between the legal description of a product and how an ordinary person perceives the advertisement.
Imagine a hypothetical situation: a user notices the logo of a familiar bookmaker and a large promise of a prize. The details of the mechanics are located below. Even if the advertiser is promoting a specific product, the first impression may revolve around the brand.
To evaluate such advertising, several questions arise immediately. Is it clear from the advertisement what one is participating in? What is on the landing page? How noticeable are the terms? How do the promise in the headline and the actual mechanics of the offer relate?
This explains why the dispute cannot be reduced to a single word on the banner. The entire sequence is important: the advertisement, the click-through, the acquaintance with the terms, and the user's subsequent actions.
What Could Change for the Bookmaking Market
In the editorial's view, the case is interesting primarily for the potential guidelines for future campaigns. Advertisers need to understand how clearly they should separate the products promoted under one name.
If a brand has to spend a long time explaining what exactly was advertised, that is already a reason to assess the clarity of the advertisement. Good communication allows a person to understand the offer before registration, not after it.
At the same time, it is premature to talk about new general rules, a victory for the bookmakers, or a final court position. Publications from October 26 report on the contesting of the UFAS decision, not on a concluded investigation.
What Users Should Check Before Participating
This story provides a practical reason to read advertising offers more carefully. Before registering, it is useful to find answers to four questions:
- What is being offered? A lottery, a contest, a bonus promotion, or a bet.
- Who is the organizer? What legal entity is specified in the terms.
- What is required to participate? Is registration enough, or are other actions needed?
- How is the prize received? What limitations, deadlines, and requirements are specified.
The court dispute over the advertisement does not indicate the cessation of operations by the listed bookmakers or changes in the payout procedures for winnings. These issues need to be assessed separately.
Why This Story is Worth Following
The dispute between the bookmakers and the UFAS touches on a question understandable to every user: does the advertisement clearly explain where it invites a person and under what conditions?
For BET RATING, the main interest here is the transparency of the offer. The easier it is to compare the advertising promise with the actual rules, the easier it is for the user to make an informed decision.
